So this creature's speed feats are rather flawed, in the sense that they are nonexistent.

"Kept up with Fawkes". No it didn't. Fawkes continually outmaneuvered it and the Basilisk was basically screwed the second she went for its eyes. If it could keep up with Fawkes, it would have killed her.

"Bit Harry Potter before he could react". No it didn't. Harry continually deflects its strikes (with a huge, ungainly sword, mind you), and only gets bitten as a fluke accident when he goes in for the stab.

"Should be faster than Nagini". No evidence whatsoever that this is true. In fact, why would the Basilisk be slow enough to have its attacks physically deflected by second-year Harry wielding an unfamiliar heavy weapon, when Nagini can outpace and assault both EoS Harry and Hermione with ease, while both are using magic and fighting for their lives?

The Basilisk's only real speed feat is when it chases (less athletic second-year) Harry through the chamber, and is about even with him, only catching up because he tripped. Therefore its speed should be Normal Human, possibly Athletic Human
 
I'd say athletik human, or? Harry is noted to be quite fast and he was in full sprint. The Basilisk was still able to follow him quite well.
 
Fast enough to outrun quite a lot of people. He does also train his body in Quidditch, so he is propably the clostest to a full athlete in the Wizzarding World.
