But her teleport will send the object on specific position on 11D. So Chisaki just need to move from that position to dodge it.
 
Maybe if it were a bloodlusted Kuroko, but in-character Kuroko usually goes for martial arts + teleporting the enemy to disorient them (she has only teleported things into humans once IIRC, and it was against Awaki as payback for Awaki doing it to her earlier, hitting non-lethal spots) so that's what she'll start with. Without knowledge on Chisaki's abilities this could prove fatal. She usually teleports into blindspots, but Chisaki could still catch her once he figures out her power. He could try to do things like limit her teleport options by warping the environment and try to catch her in the next jump. In a closed environment like a restaurant her teleportation is already limited anyway.

The problem is that she knows this too, so if he doesn't catch her quickly with this tactic he's a bit scewed, because then the fight would likely move outside which will give her more options to teleport, and Chisaki will have a really hard time getting to her. By this point she should have seen what he can do by touching things so she's not going to try melee and will likely start to teleport stuff into him from afar, and then it's just a question of how long it takes her to insta-kill him or to remove his hands.
 
The intention to kill doesn't change a character's normal fighting style. If they won't use something at first in-character it doesn't change that choice.
 
She does teleport thing in to clothes too to block the opponent, and willingly to kills means using attack that kills the opponent not incapacitate (normal judgement procedure)
 
In-character mean the character fights like they do normally, which for Kuroko is martial arts + teleporting herself to hit the opponent and sometimes teleporting the enemy's body upside-down and things like that. Willingness to kill only means that the character will kill the enemy even if it's something that they wouldn't do in their own series. It doesn't override their normal fighting style, and it doesn't override the fact that Kuroko doesn't start fights teleporting things into bodies.

And Chisaki is strong enough that a metal needle pinning his clothes to the ground won't slow him at all.
