Whis goes in to punch sandbag, gets almost killed, rewinds time and BFR or transmutes sandbag. UIO Goku has none of the Hax Whis does nor is as experienced. If Sandbag is never on the offensive, what's stopping Whis from using BFR and using telekinesis?
