Via having At least Small Country level AP, a massive range that covers miles and miles, and being Evil Cole.

Well I mean at the end when he became beast Cole he covered an area about this big

Well perhaps if America was a Bleach character and explained his abilites fully.

Notice how I said RSB. They'd just be WOKE afterwards.

Either way the result is the same. Blast the ever living HECC out of America and Arc Restrain him when he's down.
 
If Cole is fighting America in order to renounce his citizenship, doesn't that mean he knows it's America he's fighting and thus knows about the type 8?
 
Gonna assume its RFI Cole for now:

Yeah, Cole has no way around type 8. But he has other options.

The RFI can't carpet bomb the country, and activating it all the way will kill Cole, so that's a no go. Cole could potentially do it himself, but a) it's not in character for him to wantonly cause collateral damage, and b) he's gonna have America on his back the whole time

However, Cole dominates at range here. Murica's weapons, martial arts and flight may prove to be an annoyance, but Cole can dodge, reflect with Blasts, block with shields, and has a passive aura around him that will electrocute anything within range.

America's tactical mind may make things tricky for Cole, but Cole has the advantage of surprise. There's literally no way of knowing what's gonna come out of his hands until it's too late, and many of his attacks are "tricks" that can mislead you. Homing rockets, jumping grenades, ice spike grenades, etc. Keep in mind that he has two hands, and is willing to spam (heh).

Cole also doesn't have to worry about energy or stamina, as in this form, he's constantly producing electricity, which also applies to his regen. He is also getting stronger via electricity absorption.

Eventually, Cole Arc Restrains or freezes. His grenades also can restrain enemies of they're close enough.

Even if it isn't RFI Cole, you would only need to take away a few of my points, and the outcome is still basically the same.
