They're roughly comparable, but I do think that the Batter's hax would allow him to prevail, especially with EE allowing him to bypass Cell's regen.

The Batter doesn't just erase on contact, but it will most likely come up once the Batter does realize he can't just AP Cell due to regen.

That's a less than 1.7 times advantage. It's still enough for Cell to just kill the Batter through regular attacks. Or absorb, as you put it yourself.
The Batter can spend entire fights without using his most potent hax, so it's certainly not an impossible scenario.

The Batter himself doesn't have that much hax. His Add-Ons have, and they normally start the fight by using it.

Well it's lesser hax like Status Effects anyway. Purification would be the most potent hax, but the Batter won't use it from the start.

Yeah, Batter uses it as a final move or when he can't win the fight with his normal hax or sheer AP
