This is pretty furrow and well explained, good job on this. I'm surpised he's only listed as High 6-C actually, what happened to his Star Extinguishing statement?
To be honest I'm surprised it took this long for the possibility of Base Thor's peak being up to Tier 2 to be brought up.
I'm good with simply rating him from his lowest (HIgh 6-C) to highest (*2-C) ranking.

Shaking a universe as large as ours is 4-A, it's where most of the evidence for a 4-A rating is coming from here.
But now that I think about it if those statements that put the marvel universe at a Trillion Light Years are true that'd probably get the results up to 3-C instead.
Wait a minute, I'm pretty sure a feat like that is way higher than what it's being given credit to. At the very least it's good supporting evidence for 4-A and might actually be a galaxy level feat, I would suggest figuring out a way to calculate that properly as soon as possible.

I'd be hesitant of this if we were just talking about the storm itself, but the winds themselves have been described as galaxy ruiners that seep out through the void and are even able to achieve universal area of effect, so that should be fine.
