I'm confused about the existence of Yasuda Sayo

Yasuda Sayo should be the 19th person (because Yasuda Sayo is a name like others) or should be a body without any name (including Yasuda Sayo)?

In Ep8 manga, Erika called Sayo as a person with Blue Truth (but I'm not sure about the accurate of translation)

But Red Truth
There are no more than 18 people on this island (18 people including Kinzo)

11... I can see that some people will argue about anti feats. But if you know something i don't know(probably you do) not impossible.

I was thinking that we could actually get 1-A with these scans, but I thought Rika's speech about kakeras might be an anti feat.

I don't understand how Mei's scans make it 1-A, Rika's scans support this idea much more, her world was a fake world until she decided it was real.

With the whole Featherine thing H1-A is practically guaranteed and the question would be whether it is possible to make characters who are hierarchically lower than Featherine be H1-A as well.
1-A+ and High 1-A would stay effectively the same. The former would be for an infinite hierarchy of qualitative superiorities. The latter would be for characters who are above the "quality" defining the lower hierarchy altogether, while still working on their own, higher form of qualitative superiority. For example, in Marvel Comics, the omniverse has an infinite hierarchy of dreams-within-dreams in itself, and above that, then, is the Outside, which transcends all forms of reality and dream and yet nevertheless still has its own hierarchy that works on something else entirely.

I think Ultima needs to do a thread about the lower dimensional tiers, then probably another thread to see what verses fit this new system or something like that.

How tho? The Mei scans directly call the privious world fake and the current world being real, literally what Ultima's new system is about.

Mei also has a bunch of cases like the one in that imgur album with Rika. A recent example is a fantasy world created subcontiously by Rika where the Mei MCs get stuck in.

Honestly, to be valid, you need more details. Loopers are created by gods, so them being able to traverse through layers of R>F is not an anti-feat. However, the R>F of these worlds needs to be better defined, including the relationship between Loopers and R>F.
 
If the Witch domain on new tiering system will be 1-A baseline and above baseline for Eua as a part of Higurashi fragment/story (?)

Do you think the City of books can be High 1-A or still above baseline when it transcends all stories within the sea of fragments?
 
As it is right now, since what now are higher D would be R>F difference, I guess all common characters will be 1-A, Beatrice 1-A+ with Endless Magic and Creators High 1-A

Though from what I've read here maybe Ovy will bring the R>F differences that seemingly appear in Higurashi Mei so Human Domain gets 1-A or 1-A+

I don't think I understand what you are asking? If you are asking about Eua's standing, she should be some lvls into 1-A, dunno how many. She basically sees the entirety of Hanyuu's Catbox, including her Meta World/SoF as just a Kakera, so she's whatever lvl Hanyuu's Catbox is + 1.

My question is if the City of books transcends all stories in Sea of fragment regardless number of layers within those stories while we have Higurashi 1-A and 1-A abl (R>F hierarchy within Higurashi)

CoB can be High 1-A or just +1 layer?

While it does transcends all the other shown layers, it's still part of the Witch Domain, so it would just be extremely high up into 1-A.

Otherwise, I'm planning to start working next week or the week after that once I have some free time, in case none's already working on it (you can ask me for help if you are).

Just mentioning that some possible anti-feats that can appear and should be clarified, imo, are Beatrice's Endless Magic (Memoirs from Lambda/Confession of the golden witch) making her step in the Witch Domain while being constructed in the Human Domain and maybe the Onigari-no-ryuuou sword being sent to the Human Domain and then Hanyuu calling it back to the Witch Domain.
