I think Fubuki will improve yes but not to the point of becoming stronger than Tatsumaki.
A more fitting realization would be that she has to improve not to surpass her sister but herself.

This one is fine because he's actually pushing down on the crust and there's no way to prove that all of it was from the initial impact he had with the mountain.talking about lifting strenght, i think that garou’s extreme fa jin does not use lifting strenght.
as we can see him using energies to push himself agains’t Saitama, i don’t think that’s a lifting strength feat at all but AP….
Also, it would be weird if a High 6-A strike ended up pushing in the surface rather than just destroying it, so it makes more sense as LS.

It's not bias it's simply a huge difference.
Boros kicked Saitama. It was a single impact that launched him into space.
Garou slammed into the ground (initial impact) but then continued pushing into the crust (requires continuous force of lifting).
You can't prove that the initial impact is what did the entire feat since he pushed into the ground further after that.
Also, of you're going to claim this isn't LS you might as well completely concede on the Boros feat being LS because that one has no legs to stand on whatsoever.

Crazy how a single hype statement for Boros in a guidebook of all things got this guy a solid AP rating above Tatsumaki's Telekinesis which she hadn't even showcased in full at the time it was released rip.

Saitama likely judges based on how grand the attack is, not on how strong it is.
Geryu was launching small rocks, which is why Saitama said he's throwing around pebbles. Tatsumaki was throwing large rocks and creating a large whirlwind, so Saitama thought it would be fun to go in there.
Can't really said one is greater than the other based on Saitama's reactions to them.
