You forgot Eternal, and it's kinda hard to rank Ark due of it's nature

And why i have a feeling that Evolto will going to be buffed into oblivion in Outsiders, that if he shown up first

Tbh, I would put the Great Leader alongside Evolt as the most evil KR villains.

I havent watched all media the Great Leader appeared in, but is he that terrifying?
He's surely has the most influence than any villains we have seen so far, but Evolt is unique among the villains for have striked fear into the viewers themselves.
 
He is, and V3 and Skyrider are considered the peak of his evilness. Most of his plans include children sacrificing through satanic-like rituals, illegal experiments on humans (akin to Nazis), terrorism in many different forms (from stealing and possessing mass-destruction weapons like atomic bombs or tech capable of wiping a country to planet-killing devices [such as G.O.D's SS Device or Neo Shocker's Anti-Oxygen Bomb]), creating weapons that would kill humans in extremely painful ways (like mass-poisoning bombs or consumption by living mold), he also enjoys to torture the Riders both physically and mentally, such as ordering the murders of Shiro's family, manipulating Joji to work with Destron when he was about to commit suicide, the murders of Hiroshi's friends, and the countless times he kidnapped or tortured close friends to the Riders. The Great Leader is also shown to not care about his subordinates as he kills Marshal Yoroi for being defeated by V3 or when he ordered Admiral Majin to kill General Monster, and the time where every single Shocker combatman was ordered to be executed as Gel Shocker was created. He is the reason of why even a single Showa season has a kill count of hundreds to thousands.
 
Haven't watched Build yet, but I've heard Evolt committed some crazy crimes like mass planetcide and personal torture to the main characters, even killing thousands of innocents for his mere enjoyment.

Yes, what you heard is true. Evolt's alien race is known for their destructive desire, which lead them to enjoying hunting planets (as in destroying them), and Evolt is especially sadistic among his kind, second only to his elder brother

King Ghidorah is the closest character I know that is similar to him, both are genocidal alien races who destroyed countless planets, both killed the civilizations of planets from our solar system (Ghidorah destroyed Venus, Evolt destroyed Mars), both also torture innocent lives to provoke the main characters.

I get it and i like the interpretation between Ghidorah and Evolto from you
For mine, the reason why i put the similarities between Evolto with Ultimate One is because of their nature of destruction, while Ultimate One ambition was more complex, both Evolto and all of the Ultimate One are still ended up going to destroy the humanity

In fact, the closest Ultimate One that has resemble of Evolto yet so different is none other than ORT

Believe me, in Kamen Rider, the fans tend to want to see villain comeback rather than permanently gone, like you and Kuroto. (Unless the said villain is Lovelica AKA the NTR man)
You too would feel joy when seeing Evolt return in the movie after having watched the Build series.
