This happened because Garou was fighting. In the case I mentioned he is just running
Actually, its shown that in terms of strength, Garou awake or sleeping doesnt change much, what changes is the skill (However, I think this changed a bit in the confrontation against Bang)

Im not sure if this has been shown though, sleep garou couldn’t react to Darkshine while woke Garou could easily react to him. This isn’t a skill thing. In most cases an increase in speed would also increase your overall power.

The fight between Garou and Bang ended with Bang almost breaking Garou's face
Also, I just realized that Garou damaged Platinum while he was sleeping. He only woke up when he finished running

Only after redirecting his own energy to his face.
Normally, bang couldn’t crack Garou’s shell.
The fact that a mere graze from Garou’s attack one shotted Bang yet Garou could take the redirected energy of the Punch really shows the difference between them.

Because no other attack has connected as perfectly as the last one. We even accept currently that Bang and Garou were comparable at that time

Garou admitted that he didn't know what was happening and that his last memory was that he was underground. He couldn't even remember that he had run and attacked the monsters.

Neutron stars are much more common than stars like the sun, and therefore for the calculation it would be more reliable to use a neutron star as a reference
If I am not mistaken, we use neutron stars for the calculation tho

I just find it weird how not destroying a galaxy can somehow end up at galaxy level.
Like using that same logic destroying a galaxy (galaxy level) is much higher than galaxy level. It doesn’t work.

But that’s not the same here, destroying a galaxy is destroying everything within it, galaxy level, in this case you’re trying to scale destroying a lot of stars, which ,iirc, didn’t even take up a portion of the galaxy, to above galaxy level.

The current baseline for galaxy level isn't that though. I quote:
"Energy equal to or above what is needed to overcome the GBE of the Sun with an omnidirectional blast with the point of origin of the blast beginning at the core of the Milky Way Galaxy and the Sun being located at the edge of the Galaxy."
So if there was a neutron star at the edge of our galaxy, it wouldn't be destroyed by a baseline galaxy level attack

The farther away you are, the more force is required for the arrow to not only reach the target but pierce through it as well.
Now just imagine that target is light years away and your starting point is the earth.
This is why it takes an unimaginable amount of force to achieve this feat which is compounded by the fact that the blast was large enough to make a sizable hole in the galaxy. Destroying all stars along the path.

The GBE of neutron stars was revised because a new formula was found for degenerate stars. On average, they have something like 1/3rd the GBE of the sun now.
