Yes, but he probably doesn't have the same mental image of hellfire cannon as Child Emperor, so we can't use Child Emperor's mental image to place Genos's estimation of Garou's power.
However... with more supporting evidence, the imaginary hellfire cannon could be used to scale Metal Knight.

I've interpreted that scene as that genos sensed Garou's energy while he was speedblitzing everyone, but he didn't see him, that's why he compared Garou's energy to King's attack

Right after Saitama kills EC, Genos walks up to Saitama, and asks what he's missing, Saitama then saying "Power." Genos then looks at the destruction Saitama caused, and says that Saitama's fights are "showing him forward," and then talks about he wants to become the "Symbol of strength" as well.

All good, what are your thoughts on him scaling above HE? He was there when emperor had the spirit ball as it's biggest.
Although, it's hard to say if he could sense that type of energy since he didn't sense emperors death via God.

For those who haven't been following it, Homeless will be getting a slight downgrade to 2 gigatons (from 4 gigatons), making him large mountain level. Atomic Samurai with the sun-blade will scale to 1/35th of this, at 68 megatons (city+ level). Golden Sperm will scale around that as well, and Flashy, PS, and Garou will all be "at least city+ level"

I know haha. I just don't want this hot scaling to get implemented and then people notice a few days after the CRT is concluded, especially if they disagree strongly. Anyone else interested in Platinum, HE, current Garou, Flashy, Sun Blade Atomic and Golden Sperm should also take a look.
