Why not make a 7-C tournament bracket.

Rules:

2 Nominations per voter and 3 characters per verse

Speed Equalized SBA for all matches.

Weather or not a character is too haxxed is decided on a case-by-case basis. Use common judgement and look at other suggestions when suggesting characters.

Well, Enel's regen applies to his logia form only.

Enel solos the whole Royale and then Luffy owns him

Yeah reading over some other contestants he's probably a bit to hax for this one. (Mid high regen is a bit broken...)
