Starman revealed new stuff about the Multiverse's cosmology in Justice League 30. He explain that the Multiverse is a symphony of life and energy and the seven natural forces of creation are the strings of the Multiverse. Among these forces there's the Speed Force, The Emotional Spectrum. The Life Force, The Collective Unconscious, The Sphere of the Gods, The Dimensional Superstructure and the seven is said to be related with Faith.

The World Forger built the hypertime with his own two hands although it is not a surprise considering he already created the hypertime of his former future Multiverse but still.

Perpetua should have Magic (God Sphere which give the Multiverse magic) and Law Manipulation (Dimensional Superstructure which govern all things imaginable and unimaginable) since she was first entrusted with the seven natural forces of creation.
 
I guess we can consider it another feat that elevates World Forger and the other Monitors, since he is the one who crafted Hypertime.

world forger is def 1A if full power, keep in mind he created hypertime in the replica multiverse too, so he did it two times, he's def beyond multiversal. Insane
 
Well, I think that Perpetua technically crafted the seven original negative forces, and that the World Forger crafted the seven positive ones that you mentioned above, but it should still give the same result. Your suggestions seem fine.
 
Perpetua was entrusted with the seven forces of creation by The Source but she created the first Multiverse with the nagative forces.

Perpetua should also have Power Nullification since the Void Wind nullify the Immortality of the gods and kill Magic. I would have said Conceptual Manipulation since at full power, Perpetua will be able to re-strings the Multiverse with the negative ones to rewrite reality but she already have Conceptual Manipulation on her profile.

I think we can add on the AP justification for The World Forger that he created the Hypertime.
 
Okay so for Perpetua: Magic (Sphere of the Gods)/Power Nullification (Void Wind), Law Manipulation (Dimensional Superstructure) and maybe just add the justification "Can manipulate and re-strings the Multiverse with the seven negative forces to rewrite reality" on her Conceptual Manipulation.

For the World Forger: just add on his AP "Built the Hypertime with his own two hands".

I can ask POTM if he agree.
 
More new stuff:

In Justice League 31, The World Forger reiterates that the power of the Monitors is diminished on Earth's plane, but states every strike of his hammer can still bring a Universe to life and he can redirect those energies for other purposes.
 
Yeah she needs the abilities of the other Forces added, although I'd place her re-stringing of the multiverse under reality warping rather than conceptual manipulation.
 
Well, her re-stringing reality is re-establishing the Seven Dark Forces as the core forces of Creation, so she's manipulating what concepts (forces) govern the Multiverse.
 
Re-stringing the multiverse is just the fancier way of when they stated that she'll rewrite the multiverse in her vision. She's not creating, altering, or destroying any concepts themselves with that action, so the warping shouldn't be placed under her concept manipulation.

Her conceptual manipulation should just be that she created everything in the first place.
 
Okay and what about the world forger creating the hypertime
