Yuichiro Hanma (Grappler Baki) VS Rigby with Death Kwon Do (Regular Show) Speed isn't equalized. Demon Back restricted. They start 20 meters apart, both with prior knowledge. Yuichiro heard of the legends of Death Kwon Do and is entertained by the thought of fighting someone with such a lethal fighting style. So he travels to the park to fight Mordecai, one of the strongest Death Kwon Do practitioners. Sadly all he could find was a raccoon in jean shorts and a mullet. This raccoon is offended that the mighty Yuichiro deems him weak, and challenges him.

It's not that big a gap, it's small town level vs town level. If I'm not mistaken it just means he has to hit him more than he would a small town character. They're both 7-C, Yuichiro is just low 7-C. And Rigby isn't exactly high end 7-C last time I checked.
 
Ok, so Yuichiro must be around 2 kilotons. If Rigby is baseline, then he is 5.8 kilotons, almost 3x stronger than yuichiro.

That said, Yuichiro might get in serious trouble if he gets hit by Rigby's death punch, which is also a ranged attack. But since this is Yujiro's father that we are talking, I doubt he would let himself be hit by that, and he also has a far superior speed and damage reduction that can also helps. Yuichiro would have to take him down without getting two or three hits from Rigby

Yuichiro wins mid-diff via far better skills, precog and speed
