Why is Star Guardian Zoe 4-B? Doesn't she scale directly from other Star Guardians?

Also, she's the only Guardian that, despite having the light of the First Star as Attack Potency status, has it classified as Solar System Level instead of Universe+ Level
 
The rest of the star guardians are being downgraded to 4-B, the reasoning for Low 2-C was found to be insufficient to warrant them being that tier
