League of Legends Low Tier Upgrade

There won't be a big difference between Demacia, Noxus and Ionia, which are already at war with each other. It's okay for Targon characters to be 4-B. You have already made a CRT for Piltover and Zaun. That leaves the Shadow Isles and Bilgewater. We can open a separate CRT and evaluate Bilgewater and Shadow Islands at another time.
 
I think after making the Ivern-Maokai-Shaco change, we should add the new Tiers to the CRT and have them accepted by an admin? Is it okay?

Apollnir, mate. You're not half-assing this. Either do the quality of the Piltover and Zaun reworks a couple years back or don't even bother, yeah?
