Why does Lavos Have 5D Hax in Lower D Forms?

Now after seeing a few Lavos threads recently, Lavos's memory and power absorption hax is supposedly 5D for all his forms (I may be mis-remembering as this was a few weeks back). Thing is: Lavos is a Possibly High 2-A. He shares his possibly H 2-A form with his "At Least 2-A" form. Meaning Lavos is only 5D when his "possibly" is being used

To be more clear, Lavos has Time Devourer level hax in all of its Tiers. The Frozsn Flame, the one of the many macguffins of Chrono Cross, is a piece of Lavos when he first fell.

I know he has Time Devourer hax. But why is it 5D? Shouldn't it only be 5D unless 5D Time Devourer is being used instead of 4D?
