What's our policy on piercing damage?

I've seen this excuse being used in the thread that a 9-C's piercing weaponry can hurt a 9-B and using these grounds to justify the existence of cross-tier matches, but I for the life of me can't find any statement for this to be true, so I just wanted it conclusively answered whether we consider piercing damage as a method to negate conventional durability.
 
Well that's just how it works in real life so I've argued it before. 9-B is huge, but yes irl things that rely on surface area abuse like bullets are able to damage stuff ranked at 9-B just fine. Some 9-B guns can damage 9-A things, even. It isn't durability negation, it's a property of surface area. A dude who's 9-B comes from being immune to bullets will still be immune to regular bullets.
 
Piercing its generally measured in pascals or newtons, so in order to "not being pierced", one need to have skin's UTS > attack's pressure. Any attemp to put a number to it would be arbitrary.
 
Okay, so is there a margin for what level do guns of a certain tier damage based on surface area, or is it impossible to reliably tell?

I usually just post real life examples. I believe there is a method to calculate it but it's really complicated and not able to really be assumed to hold up every single time. I suppose say if someone takes a punch from someone at 100kj you could divide 100kj by the surface area of the punch to get the durability per square inch of their skin or something, but people probably won't go for that.
