Yk people complain, file a report to solve the complaint. At least this is how I usually understand from "complaining" process
Someone at 1am doing a party, I complain over it, he does it again, I complain over it.
At some points, there is end to this right? Report to HR is the endpoint.
The issue is not with reporting, the issue of the validity of the complain itself. Is it worth or I am simply overreacting it?.
If it is latter, then simply don't complain. It is your issue. If it is former I don't see why are you not taking any actions.
I am being rational. People here all the time report others for behavior. That's normal and routine.
