1. In Murder Mystery, Gabirel mentioned about "Mansions of silence". If you read Lucifer 2000 comic, you will know murder mystery takes place while the silver city is being built.

Then you should add to your Thread on how Silver City is made of filigree of silver, a great hosanna in stone and crystal and glass. And the city is only outside the universe for Mike Carry's comic, but not in a relationship of being bigger than the universe or higher dimensional of any kind way. Just a reminder when Lilith called her blood from the mortar of the City and it falls into the universe, crashing down upon earth, and being destroying while hiting the highlands of the armaggedon

There are three known creations. Yahweh's creation, Elaine Belloc's Creations, Lucifer's creation.
All of these creations are combined into one creation after Elaine Belloc claimed her god hood.
Lucifer's creation isn't realm or universe. It's a totality, multiverse. So, the final creation will be a multiverse making the base line 2-A structure.

It's a totality, a multiverse
Space and time are extensions of mind and the will. Lucifer who has infinite will can fold infinity thru time and space.
There're also abstractions layers above base line multiverse. This could be a notion to higher dimensional layers but there's no statement of them being infinite.

Above all these comes Silver City. Silver City is disconnected from multiverse by Void. Silver City is other sense called as Heaven but not exactly heaven.
Silver City is beyond space, time and dimension. And it's an inaccessible layer and the creation is just like a child toy compared to silver city.

Creation is treated as adjustable blueprint in silver city which Raguel referred to as a map. Silver City is where Angels and Archangels reside.
Creation is just an adjustable map to angels.
Even a normal angel can create concepts like dimension making each of them 1-A in tier.
Carasel developed number of concepts like dimension.

Developing the number of concepts of dimensions doesn't grant you 1-A tier anymore. Angels being QS to the city would be 6D tho? but i have been told this is not canon

I actually think there is some notion behind the Silver City.

Gaiman stated it existed before the first dawn in the Darkness before Creation. Even in #50, Heaven was already a place where the Host serves. This is why Lucifer and Michael are the highest under “Heaven.” Every mention of the City is not that it was pre-made, it was more so the vision of Ibriel to create his own “City” using the Lilim.

This is why the City design itself was not made until after the Universe came but the thing had existed before the Universe came and sparkled like how it is described.

Non-Canon scans make this work negative. It's absurd to say that Lucifer has given up on all vertigo. Other than that, the realms Elaine's flying over are probably endless. And there seems to be a qualitative advantage between them. The theories become clear when it is assumed that Lucifer folds infinite into space and time and opens a door to every realm. The scales are absurd, but a new revision can be opened with better scans.
