Matter = Substance = Everything.
Universe(structure) = Multiverse(quantity of the structure).
Creation = All-Emcompassing ie everything/totality.
Host of Heavens = Angels of the Yahweh, Lord of Hosts.
Silver City = Transcendent of Creation
Lucifer and Michael = Demiurgic Archangels and Archons of Heaven.
Yahweh = God of the Covenant and the Creation.
Void = God = Absolute Infinity.
So the Universes are infinite as Carey stated infinity duplicity of Universes is the same as saying a Universe that is everything. Infinite of everything is the same as just saying everything to him. He also claims that there are dimensions and realms in Creation. Thus anything within the boundaries of Creation, Michael, and Lucifer scale past.
Creation includes infinite worlds, infinite realms, and perhaps some beginning places and there are infinite dimensions within the Multiverse. Since Creation is the “entire totality” it includes realms like Dreaming, Destiny Garden, etc…..Creation is Low 1-C.
Silver City transcends Creation ie making it look like a child’s toy. Also, you can see through the veils the immensity of Creation from the City. Low 1-C.
The Mansions is located beyond Heaven, contains parts of it, as well as an infinite set of Creation made by Yahweh. The fact it can fit and houses these “infinity” of the Universes would imply it's a lot larger than both the City and any/or all Creations made by Yahweh.
Low 1-C, possibly 1-C.
Lucifer's Will alone is heavier than the Mansions, his fires would consume the Silver City and the resident if they tested him, he also can destroy the Hosts of Heaven, and Amenadiel required the entire Host which was infinite then yet they all were scared they might lose even if they kept pouring Serpahs or Thrones against him, one injured Michael scared the entire Host of Archangels, Thrones, Dominion, Serpahs, and Cherubs. He has the totality of the Morningstar power which is the infinite willpower of the Presence.

Uriel begged Michael not to be angry because he would condemn the entire Host to death, he while finding the Titans as a joke destroy part of the City quite easily, he also became everyone and everything in Creation including the residents of the Silver City for a short while. He has the totality of the Dunamis Demiurgos which is the infinite potential power of the Presence.

The entire point of the City and Host was required because Lucifer and Michael needed peers to reflect their actions upon. Since they embody the Presence power and will and Elaine with the Demiurgic Power can create realms such as Heaven, Hell, etc…..then the two brothers who are far more experienced could do it as well.
Yahweh scales past all of them by a large margin. His an aspect of God taking his form through the Judeo-Christian belief system. Scales to the Void.

Void outside space and time presumably beyond both as well. Distance covers each Creation. Contains an infinite repetition of Creations at the Heartbeat of Eternity. All that cannot amount to anything in a portion of the Void. God referenced by Scorax says time and space must be measured from an absolute point(God) for distance and anything else to amount to nothing to him. The Monks of Klaa believe the Universe drifts in the Void, when God mediates which just means the mind of God is the Void.
