No. World's Funnest was non canon, because it was published in 2001 but their fight was on pre crisis multiverse which is impossible.

In Crisis Times Five he breaks out of a trap created by a 5D imp the only reason he waited so long is because he didn't want to kill the beings living on the planet.

In Emperor Joker the Spectre's host was Hal Jordan (before Hal had fully mastered the Spectre's powers and was struggling with his idenity as the Spectre) not the Jim Corrigan or Unbound Spectre.
 
I removed the "World's Funnest" reference, but he was legitimately defeated in the other two instances.

The Thunderbolt on the other hand was limited in power through the inexperienced Jakeem Thunder.

Triumph was only comparable to Superman at that point.

Anyway, I think that you miss the intended point of the page. The Spectre varies in power between Low 2-C and 1-A, depending on how much The Presence affords him at any given moment.
