Nop it's published on a seinen magazine. Regarding Jojo it's seinen only from Steel Ball Run onwards, so all the original Jojoverse is valid.
Yes since we're putting universes with planet level top tiers i think Naruto should go there too, also Yu Yu Hakusho (with many earth-surface level characters) in the lower positions
