Abyss Watchers have their lord soul split between an entire army. Sure there's only like 3 alive by the time you get there (and the entire legion in the painted world but they don't count) but that's not really normal. The 4-C is when the last one draws all the power of the Wolf's Blood into themselves, becoming a proper Lord of Cinder.

Out of curiosity what let the Lady of Pain beat Satan in the High 2A fight, I thought one of the reasons the Lady couldn't beat YHVH was because of his one-shot attack which Satan has as well (and spams) from just pointing.

That isn't really a match that works. Atropus is a little weird. It'd lose to some of the 5-Cs below it, but none of the other 5-Cs except maybe a post upgrade Oryx would be able to take down any of the DnD 2-As, and I'm not even sure about that one.
It doesn't fit a linear ranking like this too well, it's second spot for having the highest potential but still being beat out generally by Oryx.
