Okay, first off, comparing feats is pointless when it comes to Saitama. Actually, anyone really. Saitama's serious punch was just his way of trying to give Boros a good fight. See, Saitama is the kind of guy who is so OP, he just can't take a fight seriously against most people, and that is his big problem. Dragonball fanboys go on and on about Saitamam never doing anything like what Goku, Vegata or Beerus does, but it's again pointless cause Saitama's power is in his sheer raw strength. He is always holding back in every fight he is in. I literally can tell you that all of Saitama's feats probably aren't even scratching the surface of how strong he is. People who stand a chance of beating Saitama are as follows:

Superman (duh)

Beerus (I know what I said about feats, but he is a god of destruction)

I could go on, but really, people using feats to compare when discussing a fight need to stop because it is pointless.

The Chaos King is High 1-C. I agree that we have likely not seen anywhere close to Saitama's full power, but your claim sounds ridiculous.
