Characters or objects that can creates or destroys all celestial bodies in a finite 3-D space, at least equivalent in size to the observable universe via an omnidirectional explosion spanning the entire space, alternately creating or significantly influencing [1] a 3-D universe or pocket dimension of comparable magnitude, which does not involve the destruction and/or creation of space-time.

: how come saitama got universe lvl??

•— Here it is clear that Saitama is developing to the point where Garou can't keep up, which means Saitama is not in multiple galaxies, but in the universe, even though in GK there is a scene of Saitama destroying the universe, Saitama is already at universe level and in this scene, Garou can only copy the Universe Scale and not the rest. [ Option 2 ] This scene [ https://gyazo.com/89c93afd99776fbbe2ae9e06067de8f1 ] in the circle that I marked is Serious Punch² Clash, in the circle there are Saitama & Garou who are fighting punches where the impact of the punch definitely hits them in the area before being turned back by the blast and The creation of (Shockwave) which is certain for Saitama and Garou does not mean in the multi galaxy but above it, it could be called Universe lvl Possible High Universe lvl.
Because Men is not affected by Garou and Saitama, it's like Multi Galaxy is like a toy with them.
[ Option 3 ] And finally (ZERO PUNCH) in this part of the scene [ https://gyazo.com/3133f5df7e3661b4bcd727d0f50e8cf8 ] Garou is hit with one punch by Saitama, where Saitama's punch is different from Serious Punch, and this punch ends everything, which means Zero Punch is more the scale is higher compared to Saitama's Serious Punch, so I claim that Zero Punch's scale is above Multy Galaxy Lvl, it could be poss Universe lvl, Possible High Universe lvl, because GK might just be that Zero Punch is the same as Serious Punch
