The sponge should be the weakest 2-C now.

Tbh, neither Jotaro nor HAD should be at 2-A. They're 8-C characters with a 2-A ability.

As for why HAD is stronger than Jotaro:

1. DIO can punch just as hard as TWOH. Jotaro is just Wall level by himself.

2. DIO has much more abilities than Jotaro.

3. DIO is more offence minded than Jotaro.

4. DIO has greater mastery over Reality Overwrite.

5. DIO has indefinite timestop. Jotaro only has 5 seconds.
