Gil won't be able to do anything, the moment Gil thinks about bringing out EA either he will be All Fictioned or Time will be all fictioned. Thought vs thought + action. Since Kumagawa's activation is quicker due to it requiring only a thought and nothing else, there is now way gil has time to use EA. And not to mention All Fiction was able to erase all of existence (at least multiple universes) while Ea is nowhere near that feat from what i know. Kumagawa takes this no matter what u bring in Gil's defense.

And yeah blitzing IS a thing even though speed is equal since All Fiction is not speed. It's like saying Dio can't use his time stop in a speed equal match since that would make him faster. All Fiction is the same, it's a time stop (erases the time it takes him to do sth), not an actual Usain Bolt kind of speed, so blitz still happens.
