@Joseph So can 682, it was hit with an enzyme from 811 that disolves organic matter in seconds, and it adapted to resist it before it even reached its skeleton. 682 has absorbed mind control, wide-scale illusion creation, and empathic manipulation, and has adapted to resist powers such as crystallization, mind control, absorption, incineration, radiation, fear manipulation, possession, matter manipulation on a subatomic level, biological manipulation, Reality Warping, Plot Manipulation, and Power Nullification
 
Speed equalized isn't saying those abilities don't work, its saying that their speed stat doesn't matter. I'm pretty sure he can still speed steel, create tornadoes, lightning, or whatever the hell this version of flash does, just not speed amp himself, and it'd be more akin to him fighting someone on his level of speed. Again, it just means their speed stat does not matter, not that they are slowed.

That's my understanding at least.

Not bad. 682 has adapted to all these abilities passively?
 
@Paulo Pretty sure it only takes away speed amping effects in abilities, since that stat doesn't matter to the fight anymore, but literally everything else is fair game.
 
Here's how a speed equalized battle would go:

Flash tries something. 682 swings his tail and blows Flash into chunks. gg.

682 has a thing where he manages to push our rules of NLF A to the limits and literally find every exploit he can

Sort of how like 001 literally bends our reality fiction interaction rules.

Well speed steal is practically similar to time stop. So I think 682 can't adapat if Flash steals all the kinetic energy. Although it would be impossible to do it in a speed equal match. Speed steal is much less effective if opponent has decent hax and is as fast.
 
@Joseph Hmm...682 has resisted experiencing extreme changes in the laws of physics and fundamental forces, as well as originating from a place where states of matter dont coincide with the physical universe, would that change anything?
 
Unfortunately, no. Fundamental forces aren't related to KE. Unless 682 has resisted something akin to having all traces of KE taken out, or anything related to KE/PE at all, then it goes to Wally.

I don't think so. I mean Superman has tons of resistance to those and Wally can drain him pretty easily.

well technically speaking Flash is only fighting that shell sense we known next to nothing about said true form and there for dosent matter.
 
Completely throwing out my hatred of those two powers, what's the point if it doesn't directly interfere unless 682 is destroyed.
 
Well, yeah, there's no way Flash can destroy the true 682, but if he steals his speed, he doesn't need to destroy it, he can just turn him into a statue.

Totally forgot to give my opinion.

Basically, Flash wins if 682 can't adapt to speed steal but its either inconclusive or 682 if he can. I'm not sure if 682 can deal with the speed advantage since I'm not a 682 expert, and since Flash can go intangible I seriously doubt it, but with speed equalized I'd lean toward 682 since Flash would have a higher chance of slipping up.

Because the logic behind the argument was that ALL reactive evo/adaptation is NLF if the user has never adapted to anything they havent encountered, which is wrong...
 
@WB. It's heavily agreed on even on this site that RE is the most wanked superpower ever, next to Toonforce, so that's not entirely wrong.
 
Well, the entire point of Reactive Evolution is that when something is used on the character, they react by evolving and improving to become more resistent to that, so, maybe he could?
 
Honestly i'm for a Flash win if incapacitation for a couple months is a win condition.

I'm not sure quite how the ability works but as far as I know scp 682 dosen't use it's ability with thought. If theres proof that it can use the ability just by thinking then inconclusive.

If speed steal is instant i think it could work, although from what I've read on it the target can still move somewhat just insanely slowly to the point where it takes a hundred years to blink and 682's reactive evolution isn't exactly VERY quick it'd take longer than a blink to use.

In conclusion. If incapacitation for a month or so is a win condition and if speed steal is instant I'd give it to Flash. Otherwise inconclusive and I still believe that after a few centuries 682 would adapt and screw sh*t up.

But 'm not too sure about it all

Just a heads up, 682 was able to adapt to resist an acid that potent enough to reduce a grown man to a puddle in seconds. When they used this on 682 they used a concentrated jet from a high-pressure hose and it adapted to resist it before it even reached its skeleton, so yeah its not really that slow...
 
Still slightly slower than a blink i'd say

I know a lot about 682 but not every single case and i'd still have to say it's not over 100 times fast than a blink from what i know
