Since the last thread is determined as a stomp, then I'll present the fastest Flash (and the Flash who break the reality). Since Wally West has broken reality several times and the Speed Steal, the matchup would not be a stomp.

Rule:
1. Wally West is 4-B (It also means that his Durability is 4-B too) while while Invisible Dragon is in his Post-Training key. (At least 4-B).
2. The speed is not equal. Wally West starts without any speed buff but he can get buff during the battle.
