Basically the Dragon Balls just suddenly just poof into your favorite verse(s), describe what would happen.
Round 1: The (Pre-Dende) Earth Dragon Balls get transported, and are still usable despite there's no Kami, the main characters and villain(s) are aware of their existence.
Round 2: The Dragon Balls are transported, along with Kami, Mr. Popo, Kori, Korin's Tower and Kami's Lookout. The main characters (including villains if they are important enough) gain access to Dragon Radars.
Also, Black Smoke Shenro is allowed to form (and by extension, the Shadow Dragons) if the Dragon Balls keeps being used too often without giving them the chance to release the negative energy.
