i switch my vote to agree, I rewatched some of the anime for another project and he doesn't have any antifeats for Rasengan. Nobody else scales to it either, so this is good to go imo.

Looking at the fight, Konohsmaru gets his cheeks clapped but the rasengans do visually cancel each others out. Since that move topically hits above the users standard physicals and we no longer treat chakra as a straight up UES, I guess High 6-A with his rasengan could work. If the arguments on why the other characters don't scale are valid, which they seem to be, I don't have an issue with this.
