Well, the Speed page has this to say:

So, several usually means no less than three. And unless my math is off, I only counted two significant movements for Naruto against the Raikage, which were dodging and hitting him with a Rasengan respectively. Given all of that, I think it fits more as Reaction speed under our standards. But if I'm wrong on this, then that's fine. I don't feel too strongly about it one way or another tbh.

Oh right I forgot about the strange reaction speed standards, that's fine ig, though attacks being treated as reaction speed will never not be odd to me

Ngl this revision is kinda unnecessary, since there are AP revisions in the works that will change Naruto’s tier.

In case my earlier post was unclear, I disagree with this so I can be added to the OP.

1. It's somewhat controversial and isn't looking likely to be accepted
2. There will be Tier 7 revisions so the value change isn't as important as the justification change, which would remain regardless

Ngl, Base Naruto bring 7A isn’t bad and makes sense. If he got all those amps + training throughout the years, then it should be fine. Hell SM is just a multiplier and he did better again Kurama after his talk with Kushind meaning he indeed got stronger. This version of Naruto also surpasses any version of Sasuke in the beginning arcs of Shippuden

I agree on a personal level, but I'd rather not drag this thread out over a change that'll get changed again soon enough

I also eventually have plans for a more significant upgrade for people around Base Naruto's level but that's a ways off
