The "Notable Members" section is for the most important members of the army, not every single boss that appeared on the series and worked for Bowser is notable enough for be on the sectionCouple things I pondered:
•Possibly including King Boo’s allies from the Luigi’s Mansion Games, as he controls them and Bowser is canonically King Boo’s boss.
Not sure if Anstasma would be considered a member of the Empire rather than some kind of momentary external help that Bowser had
I don't think the team-up adds anything significant enough for an entire separate key•Another key with Bowser’s team up with Paper Bowser in Paper Jam and his army?

I would argue that, until Bowser backstabbed Antasma in the end, they planned on ruling together as one empire. They both benefited from teaming up and iirc Bowser’s minions referred to Antasma as an ally. Should Antasma be considered a consistent member of the Empire? Definitely not. Perhaps not, but it essentially doubled Bowser’s army substantially and nearly gave every big player in Bowser’s army an ally. True, but that’s a pretty vague increase on its own.It does still amp Mario with the spin attack, letting him destroy crystals he can’t even scratch without it.

I hope you keep that Tier 0 part for the real thingDunno if anyone else is doing something similar, or if I'm even gonna continue doing this, but been stuck in bed due to a pretty bad ankle injury preventing me from walking (I haven't gone more than a week these last few months without some big injury fml) and while bored wanted to experiment with structuing a P&A section (And by that I mean copy the Sonic profiles because I thought that strucure was sorta alright) and used Bowser as a test.
So I've got this to show for it, like I said dunno if I'm gonna continue this or not but it does have some abilities (And a lotta scans and references) not already on his profile, so thought I'd may as well just show it off.

Brothership provides a lot of much needed context for the series.
There's a lot of information revealed from the game. Bowsers Army trains to keep up with the brothers. Monster Mania missions revealed that Monsters can have stronger variants, Mutate and Even eat beans to get stronger.
I don’t think the feats are spread out in such a way for that to be optimal.Bit of a silly question, but: would it be viable to keys to Mario characters based on different eras of the franchise? I know the anti-feats are spread everywhere, but maybe different keys being recognized could help with different showings.

It is however legit for Paper Mario, as far as I'm concerned, since that's a much more linear series.

Yeah this is the big issue with the argument of having the power level raise over time, especially considering how a couple Yoshi’s Island games and other spin-offs do the same thing. Another potential reason is, if I recall correctly, whoever is guiding Mario when the player is being taught the combat system at the beginning of a M&L game mentions how it has been a while since Mario has fought and he's rusty at battle or something like that. Considering how Mario and Luigi always start at level 1 in M&L games, it might be implied the leveling up is temporary if it isn't maintain by more battling.
