The strongest AP (used with no prep time) from a character/weapon defines the tier the verse is in.

The degree of AP and other haxes define the strength of the verse.

You can't have 12D hax without a 12D cosmology and affecting a 12D being. That's like Masada not having 1-A characters and cosmology, just 1-A hax.
