Phoenix man's phoenix space, it's accepted as a mental plane as far as i know. But it's stated by him that this alternate space's purpose is to meet gods and spirits(霊 which means souls/spirits/ghost etc). Phoenix man also says inside the costume is connected to 異界 which means Spirit World...

People say this ret con would end up like the WC off screen one shot but I don’t see it I think they just wanted to distance flashy and sonic away from the blast and void stuff as they were literally just standing there every panel doing nothing for the most part
Empty void doesn’t even have much relation between them in the first place outside of the ninja village anyway so flashy being involved with blast or GoD is weird
Also that dialogue with blast saying he’s got to be the one to fight him makes no sense if it’s going to be an off screen one shot
