Phoenix man's phoenix space, it's accepted as a mental plane as far as i know. But it's stated by him that this alternate space's purpose is to meet gods and spirits(霊 which means souls/spirits/ghost etc).
Phoenix man also says inside the costume is connected to 異界 which means Spirit World.
There are many moment where he uses 精神 which means spirit (It's also used for mind but there is the context explained by Phoenix man which makes it closer to soul here).
He also stated that they weren't able to physically interact with each other because they were 思念体(It means "Thoughtbody" but it's spiritual). It's translated as mental projection in Cubari but it's too literal + should be wrong here. (Viz might be better for the first time which they translated everything as spirit/soul)
There is a clear mention of soul here.
He's also shown to call support from the underworld/afterlife, supporting his ability being related to souls and his connection to spirit world. (also two ninjas who were killed was fully brought back to life because of his ability)
Phoenix space should be a spiritual space(Or both mental and spiritual space).

In this spiritual space, Phoenix man interacts with Child Emperor's spirit and was about to turn him into a monster. Doing it via manipulating his soul. He can also send everyone back as well.
He should have Soul Manipulation here.
Same with Saitama who can enter his spiritual space forcefully without a costume, interact with it and breaking a hole into it. Phoenix man was also afraid of getting his hands on Saitama even in the Spirit World, believing it would be dangerous.
Phoenix man was also capable of giving a monster cell consciousness/life using light and controlling it, the same light that were used for corpses. He should have Life_Manipulation.
