Should Saitama have a likely FTL+ rating? Garou went from mhs to 4c in milliseconds yet couldn't catch up to Saitama's speed in a drawn out battle that lasted much longer.

The possibility is technically there. It's just difficult to implement consistent multipliers based on the shown degree of superiority that aren't stated and don't end up inflating the ratings on the profiles far beyond what is shown.

Short answer: Lightning Max would scale to 34.98 tons of TNT.
Baseline demon level threats upscale from 34.98 tons, and he downscales from baseline demon. So for simplicity's sake you can just say he's 34.98 tons

Also being purely speculative, Flash wasn't even looking at where it happened, he was distracted talking and doesn't make it clear if what he understood from what he saw, What is That is too vague,
Besides, once again, no one climbs over Saitama and even he didn't understand what happened for sure.

Flashy can’t tell who OR WHAT it is.
Saitama can recognise its at least humanoid in shape, but can’t be sure because he’s seen other humanoids that weren’t human.
This is literally the clearest form of a scaling feat there is but it isnt accepted because reasons no one can actually explain. But of course Boros gets to scale from an even vaguer “feat”.
