That was a statement by both ONE and Murata, and is the main source of evidence of Rel+ Boros
Plus, even if we use the anime timeframe for Boros kick, we still get Relativistic results, which backs their statement even further

And the way she described it before it seemed like a more marginal buff.
I'm assuming the buff mainly just lets you use the strength of your body more efficiently.
