99.9% sure that’s not how the multiplier standards work.
That's not about multiplier stantards or something though. It is how it should logically be. Saitama had to counter all of Garou's hands with one hand before they crossed a certain distance. It is a blatant 4x or even unquantifably above it unless we take their size difference into account

We don’t give 2x multipliers because someone only uses one hand to do something.
 
That's correct. But something like this must be analyzed case by case and I don't see what is the problem here. Garou specifically expresses surprise at how he managed to perform the feat. It is obvious that hand to hand ratio is meant to show the difference between them

Showing the difference =/= getting a 2x multiplier
