Spectre's Normal Power level/Revision

I think we should make a seperate key for the Spectre's normal power level, he's only 2-A during COIE

I noticed that The Batman Who Laughs is 2-A with Prep time because he killed the Spectre, I dont know if this is accurate since the Spectre was only 2-A during the Crisis on Infinite Earths, when he fought the Anti-Monitor, even then he still needed to be amped by the power of eveyr DC magic users

So yeah, I think we should make a seperate key for The Spectre's normal power level so that anyone who defeated/fought him wont be scaled to his COIE power level

Well, the problem is that the Spectre varies enormously in power from story to story.

I will adjust The Batman Who Laughs' preparation statistic to unknown.
