The thing is, anyone who scale to Super Buu and SSJ3 Gotenk already have: could create dimensional rift and destroy pocket dimension via powerscaling. So it doesn't matter the attack is Vice Shout or not, at that level onward they could potentially do that with every Ki Attack

Well sorry for laughing but Goku never considered Kid Buu as strongest, but rather as a worst opponent he ever face, which refer to his ruthless nature, not his power level
He didn't considering Buu Piccolo (After Gotenk defuse) as threat not because he stronger than Buu, but Potential Unleashed Gohan is stronger than Buu, so Goku doesn't need to worry about fusing with his son anymore

1. Super Buu > Innocent Buu, who the all-knowing Daizenshuu stated to have fought equally with Super Saiyan 3 Goku; although Goku admitted he could have defeated him had he fought longer. Duh. Super Buu is Innocent Buu, absorptions and all, if he were designed for combat.
2. Ultimate Gohan >>> SSJ3 Gotenks ~ Super Buu > SSJ3 Goku >~ Kid Buu. Goku was confident that he could destroy Kid Buu with one Kamehameha had he been able to knead up his full power, which the Daizenshuu backs up. At the same time, Goku was also scared shitless at the thought of taking Super Buu on, even after he had weakened him by removing Gohan, Goten, Trunks, and Piccolo from his battle power. Even as a Super Saiyan, Goku's attacks tickled Super Buu. However, Super Saiyan 3 Gotenks was capable of battling on equal footing with him, eventually beating him around towards the climax of their battle. And then Ultimate Gohan showed up and absolutely curbstomped Super Buu. We have a clear power hierarchy. The El Manga Legendario also backs up the idea that Gohan and Gotenks could have been able to defeat Kid Buu. Their deaths hit Goku's team below the belt.
3. Buuhan >>>> everything at that point. Goku was already scared to death by Super Buu's power, was deemed incapable of defeating Buutenks even with Gohan on his team, pissed himself when Buuhan confronted him, and viewed Potara as literally the only thing capable of taking on Buuhan.

They only made this comment as he was bulking up and having a power prolapse. They even noted that he had become weaker after he transformed into Kid Buu (although, you could simply attribute this to him being smaller), and every databook in existence and the manga itself make the general point that, "Kid Buu is the most violent, but not the most powerful".
