The OP doesn't say post only high 8-C with incomplete summons. Post time skip Weiss does not have incomplete summons therefore I must assume it is pre time skip which I think many here thought as well.

I saw your pre time skip calc of Time Dialation putting her at Mach 21. Isn't that it? Also if we are using post then Mach 11 being amped blitzes Kimblee horribly.

Amped Pre Timeskip Weiss is Mach 21, her normal speed is Mach 8

As long as Kimblee has the Stone, he stomps Weiss even with summons. Kimblee could just blow everything up the second the fight starts. My vote is for Kimblee.
