Smeargle possibly unknown tier?

The fact that it can learn moves such as Solgaleo's Sunsteel Strike, and Ditto's Transform should make this character stronger than 7-B, and possibly unknown since there is no limit to Smeargle's capabilities (as it learns sketch every 10 levels) and it's striking strength should be alot higher.

Yeah, as Unknown mean we do not know it's limit, and we do. Varies is far more accurate as we know where it will land at any moment.
