The potency of devil hax increases with strength. A much stronger devil (Rias) has no trouble mind haxing a much weaker devil (Ise) though she cannot do the same to similar strength devils (Sairaorg) or much stronger ones (Sirzechs).

Rias Gremory is unable to use Mind Hax on her brother due to the difference in power, and it's also why Sirzechs could use hypnosis on Grayfia but couldn't just use hypnosis on a much stronger existance like Trihexa (666).
