A more fitting rating would be at least High 6-A.

And I'm pretty sure if they can end the world if they were to fight, individuals would be just a tiny bit higher then Country level.

Not even that. Every country in the world clashing against eachother would end the world, but that isn't High 6-A.

Plus, you can't put a characters against multiple ragons fighting eachother.
