At the end of the Infinity Arc, Sailor Pluto, seals a pharaoh 90, Sailor Saturn, and the Tau Star System away with Dark Dome Close.

While I don't think Sailor Pluto should get a Low 2-C rating for her base due to the nature of the the sealing (due to it being hax and also it would just mess up the scaling entirely)

we should give her make a note on her profile of her being able to sealing being 4-D structures.

Due to inconsistencies between fiction and our tiering system, we tend to consider affecting 4-D structures significantly smaller than universal size as hax with AP proportionate to the size of what was affected.
