1. Sailor Saturn

Sailor Saturn should be solidly Low 2-C. She destroyed the Tau Star System which is stated to be it's own spacetime and alternate dimension.

2. Super Sailor Senshi (Dream Arc)

Super Sailor Senshi should be solidly Low 2-C from scaling to Super Sailor Saturn who should be at least 10k stronger than her base form. Amazoness Quartet scale to Sailor Saturn as they were able to fight equally with her as well as the other senshi.

This should scale to Zirconia as well. She should be solidly Low 2-C.

3. Eternal Sailor Senshi

The Eternal Sailor Senshi should be 2-C. Eternal Sailor Moon defeated Queen Nehellenia and destroyed her mirror verse and the shadow of the new moon. The Sailor Animamates were able to counter hits from Eternal Sailor Moon. The Eternal Senshi were also able to fight equally and counter hits from the Sailor Animamates.

4. Sailor Galaxia

It makes no sense for Galaxia to have two keys. She is not considerably weaker in her civilian storm and was able to destroy Eternal Sailor Moon's henshin, making her civilian form 2-C.
