In the scans of the new RWBY art book, RWBY Promenade, there is a statement that says that maidens's magic are, quote, "far more powerful than a semblance." Translation is by Speedy on the DB Discord

The art book also includes Vine as well, and explicitly states that he contained the bomb with his semblance. I just used the translate app on my phone for these ones.
Thus, Vine's semblance and his feat would be included with how maiden magic is "far more powerful than a semblance."
This forum already has maidens on a different tier than most of the cast due to their visually more impressive feats and good fight track record, such as Cinder fending off all of Team RWBY at once, so this makes sense (even though I don't strictly believe that.)
Vine was able to create a bubble strong enough to contain the Mantle bomb, which has a yield of 138 megatons (though I think this is a highball).
