So SBA, 10 meters apart, GER is not restricted. Not sure if this is fair, but I'm really curious to see if the Belmonts have a way around GER.

Errrrr sorry but I really don't think the Belmonts can beat GER, heck not even Aeon can (Acausalty for him was rejected) Pretty sure the only ones that can is Chaos and maybe Dracula.

If GER is passive, is GER supposed to be stopping Enrico Pucci before his Made in Heaven even kicks in like before the stand can eventually do his universe reset?

Ger only activates rtz if something or someone is trying to harm giorno,made in heaven's universe reset does not harm giorno therefore rtz does not activate
Kinda like the gio's fight with diavolo,diavolo was able to activate KC's time erasure freely but once KC tried to punch giorno only then did rtz activated
